Cold Spring is a village of fewer than 2,000 residents in Putnam County, New York. It is located about 30 miles north of New York City along the Hudson River, near West Point. Prostitution and sex trafficking have been well-documented in the small town and surrounding communities and unincorporated areas of Putnam County. This activity and the problems and ancillary crimes it generates result in complaints to law enforcement agencies from residents and businesses. Among the more serious problems associated with commercial sex in the area include child sex trafficking. To combat prostitution and sex trafficking in the area, local law enforcement agencies have targeted consumer-level demand for commercial sex, which provides the revenue stream driving all commercial sex and trafficking.

In February 2017, two men were arrested in a case involving the prostitution of a 15-year-old boy from Cold Spring. The criminal complaint charges show the boy placed ads in the “casual encounter” section on craigslist and met two men at a Cold Spring park on separate occasions. One defendant paid the boy $160 for the sex act, while the other paid $300. Police pulled data from the boy’s cell phone and iPad and found numerous sexually explicit photos involving the boy and other individuals. One defendant admitted to the encounter with the boy but said the money was to help him with school. He pled guilty to engaging in prostitution with someone 13-to-15 years old. The identities of the arrested men were released to the press, and one news source reported that one of the defendants had lost his business, longtime partner, and would likely have to file for bankruptcy protection.
